The college is dependent on the cutoff but you will definitely get a decent college, atleast south campus but make sure you don't just run after the campus because in du there 10-15 college that are good otherwise rest are just existing.

Yes! Delhi University do offers hostel facilities in their various campuses. Although the hostel fees are not included in the fee structure and are distinct from the tution fees from the particular course. The hostels are resided in the campus only, and they charge fees for various components like room rent, dining hall facilities and other amenities.
