No, as your marks are quite low. So, it's difficult for you to take admission in Delhi University as cut-off is quite high in the University.

No, there is no entrance exam. Admission is based on the marks obtained in 12th.

DTU provides direct 2nd year lateral admission to engineering Diploma holders through the Common Entrance Exam. CEE is a written exam of two hrs of duration and consist of 90 multiple choice objective questions. The last year exam was conducted on July 7, 2018.

In the present times, cut-offs are sky rocketing. KMC asks for minimum 92 for admission in Zoology via General Category. Also, as you are asking about Computer Science, which is offered in very few colleges in DU, one can't be sure to have a seat sure shot with that percentage especially via General Category but then hope it is which keeps us going. Pursuing two degree at the same time is not valid, Hence, it is better to go with some integrated programs instead of doing such degrees.
