Yes, you can apply for the course. The minimum eligibility in Mount Carmel College for M.Sc in Food Science and Nutrition is that the aspirants must have Bachelor's degree with at least 50 marks in aggregate from a recognized university and admission is completely merit-based.

You are in a typical Shakespearean dilemma! But do not worry. Both these colleges have good reviews and I feel you can take admission in any one. Preferably you should choose one where your friends are also seeking admission. Another criterion could be ease of commuting.

Talking about the fee structure for DU BBA courses, it depends on the college you have enrolled into. The fees for one semester ranges from INR 28,000 - 30,000. Since there are going to be six semesters for 3-year course, students will end up paying total fees of around INR 1,68,000 - INR 1,80,000. Of course, the fees can vary depending on the participating college's management decision-making.
