Yes, you can cancel your admission and get admission in another college. You can cancel your admission by logging into your portal. After cancelling the admission, you must get your all certificate back from that particular college and then visit another college in which you want to get admitted. Then follow the same procedure of admission as you have done in the first college. By paying the fees online, you will get admission.

It mainly depends on your category. If you are a general candidate then you will not get admission in any course. But if you belong to ST category then you will definitely get admission in this course and college.

Physical with computer Science is mainly a programme course, but on the other hand computer Science is hons. Course. In physical Science with computer Science, the course is mainly the basic of computer Science. But, in B.Sc. Computer Science, you will go into the depth of the subject.
