First of all, you have to join a graphic designer course. You can find on Google. You should do that course in your hometown.

This year, VIT seems to not accept UCEED ranks. Check VIT's official website www.vit.ac.in for more details.

Yes, of course. Every year, NIFT Development Fund provides for subsidized tuition fee under the NIFT Means-Cum-Merit Financial Assistance Scheme to a handful of design aspirants. However, the ceiling of subsidy is variable. You must check the criteria of this scholarship scheme before applying.
