Government colleges are yet to introduce fashion designing in their list of courses. Only NID is there, fee details of which you can find on this link https://www.nid.edu/admissions/fees.html.

If you wish to pursue fashion designing, you should know that it is an expensive course, no matter which college you choose. For psychology, you can opt for Delhi University but the admission will be based on merit. Else, you can opt for colleges mentioned on this link https://www.shiksha.com/humanities-social-sciences/psychology/colleges/b-a-colleges-delhi-ncr.
