Yes, you can make your career in fashion designing after class 12th. There are two options for you to make in fashion designing:
1) You can do a 1 year Diploma course in fashion designing
2) You can do a regular 3 year full-fledged fashion designing course from college, if you choose 1st option that is Diploma course, in that you will learn about basics of fashion designing and wherever you study in this Diploma course, the institute will provide you job assistance. You can choose NIFT because after graduating from NIFT, you can become a good fashion designer and can get good placements for what you required that is apparel designing.

I would suggest you to first focus on your current studies. There is no point in going for a part-time course at this stage. Part-time courses are beneficial to those who have a work experience.
