Do you have any knowledge or experience in fashion because they would want these? Usually they prefer students with a fashion degree background. The ideal program for you would be the MA in fashion communication program.
If you are still interested in the design program, the most important job for you here is to demonstrate your interest through your creative skills. Applicants are also required to submit a very strong portfolio, you need to work on this segment very carefully. You may apply into the Graduate Diploma in Fashion and then consider doing the MA. It totally depend upon the interest of a student. If your brother's interest is in designing. So yes, he can go for designing course. As he is from mechanical background, he should go for product designing or interior design. It is an advice, don't go for fashion or textile design course as tool and making course and fashion and textile design course are almost opposite.
