I am not sure about the Diploma but NLSIU regularly conducts certificate course in Medical Law and Ethics. Refer to distance education department website for more details. (http://ded.nls.ac.in/).

Lateral admission is possible for B.Sc, but very few colleges provide lateral entry for BA. Hence, Diploma holder student can take lateral entry admission for B.Sc or BA.

No, you are not eligible to do aeronautical engineering course after completion of your Diploma in Electrical and Electronics Engineering.
To be eligible to pursue Aeronautical Engineering course, you must have passed 12th standard or equivalent with Mathematics, Physics and Chemistry subjects or three years Diploma in Aeronautical Engineering course from a Government recognised board/institute.
Candidates who have completed Diploma in Engineering course can get direct admission in the second year of engineering course through lateral entry admission process by appearing and qualifying LEET examination which is conducted by your respecti

You won't be able to opt for B.Tech BE as a regular course due to your age restriction, hence you can opt for B.Tech or any other graduation course through correspondence from a good college/university. Your work experience will also complement your correspondence course.
