You can definitely pursue B.Tech after completing Diploma in automobile engineering. Not just that, you can in fact get enrolled in the second year directly for admission through lateral entry to pursue B.Tech or BE.

If you have cleared the backlogs, you can apply. Whether or not you will get admission is a decision to be taken by the university and will depend on your overall profile. Also do you want to do a UG or PG Diploma? Since, you will complete your UG you should be looking PG Diploma.

Yes, after completing your Diploma you can pursue Bachelor's degree.

You should opt for B.Tech in CSE.

As per me, mechanical engineering is a better option for you.
