Every state conducts entrance test for lateral entry in second year of engineering for diploma holders. Please do appear for similar exam in your state to achieve your dreams.

No, it is not equal to graduation because it is only of two years. Further, to study that Diploma course, graduation is the eligibility. Secondly, both courses are same, wherever you take admission, kindly see that the placements, infrastructure, companies visited, faculty, etc. are the best.

The basic eligibility is 12th pass with 50%.

The two top Canadian colleges that come to my mind are:
Chemical Engineering and Applied Chemistry, University of Toronto
Chemical and Biological Engineering, University of British Columbia

Yes, you can go for PGDM in Supply Chain management. It is equivalent to MBA, but the degree has more value as compared to Diploma. PGDM is a Diploma course and MBA is a degree course. Both will give you good career options as you have done B.Tech.
