Dear Zeeshan,
Every year UP state government conduct its own entrance exam for diploma holder. Do study then you will get good rank & you will get govt. College whose fees is approx 12k per year. Merit will be on entrance exam result base not on % base.

Yes, you can as it is allowed to pursue one distance & one regular course according to UGC.

Computer field is very crowded where the supply of resources is from various sources such as B.Tech CS/IT, BCA, MCA, M.Tech CS/ IT, B.Sc CS/ IT, M.Sc CS/ IT and engineering graduates from any branch. Therefore, Diploma holders in CS struggle to get good jobs. You are advised to do a degree in CS for a reasonable career in IT industry.

As I am a Diploma in EEE student, I would suggest, you should opt for a Diploma course. Even the fee structure is less and if you do engineering it adds a greater value of your certification.
If you have better communication skills, you will get placed in a good MNC after the completion of your couse, but it is up to your skills.
Coming to the government jobs if you choose ECE then you can apply for BSNL (junior engineer) post after your Diploma which has intake every year. SSC (staff selection commission) will every year announce the open positions for the post of junior engineer. The announcement is made in the month of O

As you opted for Diploma in mechanical engineering. Now it is best for you to take LEET exam conducted by each state every year and get a good college and pursue B.Tech in mechanical engineering.

After your diploma in Computer Engineering you can pursue professional certificate courses in 3D modelling which will help you in getting a career in 3D modelling only. The eligibility depends on the type of course that you wish to pursue, the detail of some courses is stated below:
Diploma class 10th cleared from a recognised board with minimum 40% marks.
Bachelor's Degree: Class 10+2 examination with at least 50% marks.
Post-graduation degree: Bachelor's degree from a recognised university with at least 45% marks.
Graduate and PG programs may also require you to appear in entrance exams such as NCHMCT, AIMA UGAT, E-CHAT, etc.
