The eligibility depends on the type of course that you wish to pursue , the details of some courses is stated below:
Diploma –Class 10th pass from a recognised board with minimum 40% marks.
Bachelor's Degree: Class 10+2 examination with at least 50% marks.
Post-graduation degree: Bachelor's degree from a recognised university with at least 45% marks.
Graduate & PG programs may also require you to appear in entrance exams such as NCHMCT,AIMA UGAT, E-CHAT etc.

Yes u can do Comp Sci Engg after ur diploma
Also u can take direct admission in B.tech 2nd year through lateral entry.

You can seek lateral entry in the second year of B.Tech aeronautical engineering after Diploma in mechanical engineering. Different Engineering colleges have their own process for lateral entry admission. You may evaluate Manipal Institute of Technology.

Their website is:- http://www.citdindia.org You can also search IGNOU for certificate courses. If you want to be an entrepreneur then www.ediindia.org offers one year diploma programme "Diploma in entrepreneurship and business management" in distance mode.
