You can apply in most of the govt college through lateral admission bug that depends on seats vacancy and you fulfilled their eligibility criteria .

For a four year Bachelor degree program, maximum number of backlogs they accept is eight. If you have any valid justification for backlogs, i.e. medical reasons, you can try.

As per the standard rules one should complete the diploma maximum in 5 years but for particular karnataka State open university you need to contact to admission dept. for the same.
