Most distance MCA programs require Mathematics at either the 10+2 or graduation level. Since your Diploma in electronics likely didn't include math at those levels, admission to distance MCA may not be allowed. To pursue diploma in civil engineering at Government polytechnic College angul you have to give the entrance exam Joint Entrance Examination Polytechnic who's score determine the result.

Candidates holding an accredited engineering Diploma will gain admission through Gujarat ACPC.
