Distance and displacement both refer to how far an object has moved, but the meanings are different. The distance is a scalar quantity and it is the total length covered by an object, irrespective of the direction. It is always positive, and talks about how much ground the object has covered. Yes, you can do an M.A. through distance learning from Annamalai University.
They offer a wide range of M.A. programs (like English, History, Economics, and more) under their Directorate of Distance Education (DDE).
Admissions are usually open once a year, and eligibility is a bachelor's degree in any discipline.
It's a recognised and UGC-approved program, so your degree will be valid for jobs and further studies.

At Monad University any distance course is not available. All the courses, including the MBA course at Monad University is a full-time classroom course. Maintaining 75% attendance is requisite to be able to appear for the semester exams.

For B Tech distance education, the syllabus depends on the college where you've applied for admission and the specialisation chosen by you, just like regular BTech courses. As far as the customization is concerned, the core subjects and concepts are almost similar and compulsory for you to study as they provide you with strong knowledge of the field. But the electives offered in the curriculum can be chosen as per individual interests and understanding, leaving some room for customization.

You can definitely pursue Civil Engineering through B Tech distance education that is available at around 30 colleges in India. Civil Engineering is one of the most traditional engineering specializations that students usually consider opting for after completing Class 12 as a regular BTech degree. It is better to go for a regular program, as distance BTech courses are invalid in India after the AICTE and UGC guidelines because of the practical nature of engineering and technology courses that require hands-on training, which is not possible in the distance mode.
