There are some universities which offer B.Sc Home Science through distance education. One of them is Nalanda Open University. Mankar College under Kazi Nazrul University situated in Burdwan (West Bengal) offers with B.Sc in Nutrition and Dietetics.

This is a full-time course in FC Pune. If you wish to pursue the course through correspondence, you will have to explore other universities that specifically offer distance education program.

I think, you can't do this. There is a huge difference between CE and civil engineering
CE is completely technical field.

It is indeed heartening to know that in spite of so many years since you studied last, you are still interested in acquiring your graduation in engineering albeit via distance education mode. Yes this is perfectly possible since many institutes are offering Bachelor of engineering courses via distance education mode but when you seek admission in these institutes for distance learning, what they provide you is study material where in you have to study on your own.
