Yes, you surely can do that. Diploma in IT will not help you to start from 2nd year, but it will definitely help you to understand the vast syllabus of B.Tech. But, in my opinion regular courses are always better than any distance course. Good Luck.

The degree score of yours is not so impressive. Therefore, you can opt for distance mode of education. IGNOU is one among the best. In addition, you can apply for colleges in Tier-3 level.

I do not think if is there any distance learning university that offers M.Sc in chemistry or biology in online mode. These courses are available from regular colleges only. You can do some medical certificate courses in online mode but a degree course in Chemistry or Bio is not possible. It's better to do full time course as only full time courses are AiU accredited. I recommend you should go for IIHMR Delhi which is the best instt for health management and is also AIU accredited.

L M offered by Law college/universities will be approved by Bar Council of India only if it is offered for BL/LB (3/5 Years) Completed Candidates.
