Definitely, IGNOU Delhi is best for distance education in doctorate. Acharya Nagarjuna University, Annamalai University are best.

Eligibility Criteria for doing B.Ed is Pass with 50% aggregate marks in Bachelors Degree or Masters Degree in Sciences or Social Sciences or Humanities or Commerce or equivalent
or
Pass with 55% aggregate marks in B.Tech. Or B.E. With specialisation in Science and Mathematics or equivalent (Candidate must have studied the subject of the subject combination for at least three years at Bachelors Level or Masters Level)
5% relaxation for SC/ ST/ OBC and other categories as applicable. Some institutes conduct entrance exam where as in some institutes You can even apply directly for admission. A few good universities are: Delhi University,

Eligibility for IGNOU B.Ed Candidates with at least fifty (55) percent marks either in the Bachelors Degree and/or in the Masters Degree in Sciences/Social Sciences/Commerce/Humanity, Bachelors in Engineering or technology with specialisation in Science and Mathematics with 55% marks or any other qualification equivalent thereto, are eligible for admission to the programme. So, you are not eligible for this course.

It is Indeed a great to know that you are interested in doing your engineering albeit in a distance mode from either a foreign college or from an university in India. I am attaching a link that will give you a list of all the Institutions or universities in India that are offering engineering through distance learning. The link also gives the methods of admission and all related information. I am afraid engineering degree by distance education from a foreign college is perhaps not a very good thought because nothing much is known about these degrees and how much they will be useful in securing a job.
