Yes, you can. And about the distance thing that may or may not happen depending upon the college. Do check if college permits distance education and is approved.

Hello Vicky, It is a very nice to hear from you that after completion of your Diploma in 2017 now you are thinking of doing your graduation in Engineering by distance mode. There are plenty of universities which are offering graduation in distance mode. AICTE, the controlling body for engineering, has announced on their website different criteria for institutions who can get their courses authorised. Eligibility for distance B.Ed course:
The applicants must have at least 50% marks in Bachelor's degree or Master's degree in Arts, Science, and Commerce and Engineering streams in order to apply for distance B.Ed course.
Candidates who wish to take up distance B.Ed must be trained in-service teachers in elementary education.
Candidates who have completed teacher education programme recognized by NCTE in a face-to-face mode are also eligible to apply.
Candidates who have at least two years of teaching experience in primary or upper primary schools can also take up distance B.Ed course.

Pune, MIT is best choice for distance education, and if you are looking at other than in Pune, you can also look for next option, as Symbiosis also as these both are best for distance education in Pune and also in India. All the best.

College change or university change after first year is completely dependent on college and university norms, some university/college allow it and some won't plus you need to have good scores in first year to apply for the same. For further details contact the college authorities.

Hi Paramita,
As you are applying for distance, then yes you can go for distance. If you had said for regular one, as your marks are low, as there should be minimum 50%. But, as you are choosing distance, then whichever university you are choosing, if it is UGC recognized and you can fill the form either visiting the university or downloading from the website of that university.
