IGNOU is a good option. But you must try to pursue this course on regular basis as it is 90% a practical course.

Both, Distance learning and Regular Learning are good. It is up to you what you want to do and how? there are many universities like IGNOU, YCMOU, Annamalai, ADTU. Even some regular universities also offer distance learning courses. If you are doing job then distance learning is better but if you are free then regular learning is better.
