You can't do B.A economics from DU because you don't have maths in your class 12th. Including maths in your best four is not important but passing in that subject is important. However, you can do B.A in economics from Loyola College without maths, but it doesn't provide a honors degree.

For B.A economics (H) you should have maths till 12th class. You should have maths either as an additional subject (6th subject) or optional subject (5th subject). But it is not necessary to include it in 'Best Four Subjects' (BFS). You should definitely include 'economics' in BFS else you will face a deduction of some percentage from your BFS percentage.

Maths is a very essential subject for Economics. If you have failed once, you must certainly clear it. You must also communicate with universities and check their entry criteria, complete any pre-requisite courses if required.
