Yes, you can change your branch after joining the college. However, you will have to go through a process of branch change, which will involve appearing for an entrance exam, paying the required fees and submitting the required documents.

I think BMS institute of management for study and placement is better than new horizon college of engineering as BMSIT is good at nirf ranking and many more facilities are available in the campus and the infrastructure is quite good, Top recruiting companies and good at campus placements. Etc.

The BITS HD (Higher Degree) exam is conducted by Birla Institute of Technology and Science (BITS) Pilani for admission into various M.E. /M.Pharma programmes offered at its campuses. ME, ECE, EE are core branches. They are perfect if you want to study software plus hardware things. And mainly if you want to go in government job you should choose these streams. But if you want to go at software companies you should choose CSE branch.

IIIT Allahabad ECE would be better. Honestly speaking here the colleges we are talking about are of very different standards. Although NIT Silchar is very underrated still it stands nowhere in front of IIIT Allahabad. You will ultimately need to learn concepts of CSE be it any branch in order to be competitive and updated.
