It is difficult to determine exactly which college you may get with a cutoff of 194 in BC category for CSE/IT/ECE/EEE in TNEA 2021 as the cutoffs vary every year depending on various factors such as the number of applicants, the difficulty level of the exam, etc. However, with a cutoff of 194 in BC category, you may have a chance of getting admission in some of the following colleges:

The minimum percentile required for admission in EE or Civil for General in home state quota varies depending on the state and the institute you are applying to. For example, an ST student needs to have AJEE Main score of at least 150-170 marks out of 300 and percentile against this is expected to be 99 or above to secure a rank that can get them into top NITs in Civil Engineering in other state quota. Yes, it is possible to study the B.Tech in Computer Science after Diploma in EEE. The eligibility for lateral entry to the B.Tech course is a 3 year Diploma course with 60% marks.
