For your criteria you can get into:according to your rank:

NIT Agartala(bioengineering,biomedical engineering)

NIT Pondicherry(civil engineering)

NIT Arunachal pradesh(civil engineering)

NIT Meghalaya,Goa,Manipur,Srinagar :offers branches like CSE, ECE, Mechanical ,Civil engineering.

You can also try getting into newer IITs.
