Candidates who are Tamil Nadu natives but have passed any of the VIII, IX, X, XI and XII class or their equivalent examination from schools situated outside Tamil Nadu can also apply. However, such candidates will have to enclose a copy of their nativity certificate only in online mode (electronic form/digitally signed e-Certificate). So, you can apply after obtaining the nativity certificate (Online) from appropriate authority.
