For NIT, I would suggest scoring atleast more than 90% to be in safe zone. Mechanical is usually filled up fast.

Yes, you can attempt JEE in 2019 depending on your category. If you have not attempted JEE in 2018, then you are totally eligible even if you are general category student.

You have cleared KVPY or IISERS also admit 25% of candidates on the basis of performance in class 12 boards whose cut-off varies year to year. Generally, marks above 30/60 are enough to get admission in any IISER.

Yes, you can go for BITS because BITS doesn't take admission on the basis of JEE Mains. You have to give BITSAT entrance examination for that. Otherwise, you can also go through direct admission.
