For admissions in M.P colleges, you need only JEE Mains marks. For admissions in UP colleges, you need to give UPSEE only for state government universities.
For admission in DU, the admission is on the basis of CBSE marks (for political and human resource courses), or on the basis of separate entrance test and JEE Mains marks as well. They have a separate number of seats for separate exams.

Please do not worry about IIT. There are many better colleges if you really willing to learn. Or willing to do something new. If you want admission only in IIT, then you have to drop a year, or otherwise, you will have to take admission in another college. Yes, you can get admission in COEP if you qualify the MHCET. The selection of the candidates for admissions to the 4-year B.Tech programmes offered at the university are accepted on the basis of a valid MHCET or JEE Mains score. MHCET or Maharashtra Common Entrance Test is conducted by the DTE (Directorate of Technical Education), Maharashtra for admissions to first year BE/B.Tech programmes in the state.
