First, you need to finish your syllabus then start revision. Revision is the most important part of your preparation. Most of the things we forget in the exam only just because of poor revision. It is very easy to score 100+ score in JEE Mains. Concept is very important you have to learn and remember the concept. Solve previous year and practice problem. Motivation is very important. You have to motivate yourself. Practice makes the man perfect. Solve more and more problems unless you clear your doubt. Doubts will make helpless and hopeless in the examination. I don't think there is any other way to get admission in UPES without applying for it. You have to apply for it.

I think you will easily get Jalpaiguri Government Engineering College. I got admission for ECE in JGEC with a GMR of 3366 in the year 2017. (I didn't participate in the decentralised counselling).
In fact, you may get IT in Kalyani Government Engineering. College (last year it closed at around 4K). In decentralised counselling, you will get into KGEC for sure.
Still, I will suggest you to study some previous years data before deciding anything
