Yes, you can go for B.Tech without appearing in JEE. Eligibility criteria for pursuing B.Tech in most of the top universities is pass with 60% aggregate marks in 10+2 (with physics, mathematics and English) and you have to qualify some entrance test of the university. For getting Government college such as IIT, IIIT, NIT or any other government funded college, then you must qualify for JEE main in order to get the admission in B.Tech programme. You can also appear for state level exam by which you can get admission into state level government college not national level like NIT. You can also go for private college which has good reputation such as KIIT, UPES, VIT, SRM, LPU etc.

You have qualified but the margin between the cutoff and gain marks is just 5 (if you are of general category).

You can use the above link for predicting the college. But I suggest you to qualify one entrance exam either national level or state level or of private university so that you can get the college. Also, many college gives admission on basis of 12 marks and JEE Mains such as LPU.

Some of the colleges have their personal admission test exam like BITSAT. Also, in some of the colleges, you can get admission on the basis of your JEE Mains marks or your class 12th mark.
