Yes, you can go for B.Tech without appearing in JEE. Eligibility criteria for pursuing B.Tech in most of the top universities is pass with 60% aggregate marks in 10+2 (with physics, mathematics and English) and you have to qualify some entrance test of the university. You can use the above link for predicting the college. But I suggest you to qualify one entrance exam either national level or state level or of private university so that you can get the college. Also, many college gives admission on basis of 12 marks and JEE Mains such as LPU.
