Even though you scored 119 marks in paper 1 in JEE Mains, you have to get a good rank in the paper 2 in JEE Mains in order to get seat. But, I think you can get a seat in VNIT.

You should choose civil or biotech or electronics engineering if you want admission in Vellore that too in a second category.

You will get CSE core in VIT Vellore campus so you should definitely choose that because placements of CSE, IT, ECE are pretty good here. You have to give VITEEE exam to take admission in VIT University. JEE Main rank has nothing to do with VIT so it's not possible.
