No, there is a upper age limit and you can't opt for state level JEE at the age of 25.

It depends upon cut-off. But according to this year, the cutoff were 81.
So, 160 is not enough for CSE in top NITs.
But, you can GFTIS and good state government colleges.

First of all, scoring 69% in Boards when you're aiming for Top IITs of India doesn't bode well. You have to improve your HS score as well as crack JEE (Mains and Advanced) to ensure a seat in the desired IIT. The JEE Advanced Cut-off this year for various IITs in terms of opening ranks suggests that one needs to land a Rank somewhere near 1000. It is quite hard to get admissions in the prestigious IITs hence their fame.
