It is just a single window counselling under Anna University which is for admissions into affiliated colleges under Anna University.
So, you need to appear for that counselling and there is no separate entrance exam for it. This year, the applications have been closed so that it is better to join a college with your marks or contact the admin if you wish to.

Yes, the students from other states can also apply for TNEA counselling. For that, you need to meet the required eligibility conditions. You need to apply for counselling at www.annauniv.edu. I think the applications have been closed on May 31st and the counselling process is about to start.
