Getting admission to B Tech government colleges in ECE department depends on the rank, reservation category and competition. As you get 64 percentile if you would be reservation category student they you have a high chances of getting seat in a government college in ECE department. But if you from general category the chances of getting seat is more likely less.

Yes, RV College of Engineering (RVCE) accepts JEE Main scores for B.Tech admissions. However, it's also important to note that RV College of Engineering also considers scores from COMEDK and KCET (Entrance exam organised by State Government) for B.Tech admissions, particularly for Karnataka. You can get seat in RV College of Engineering through the COMEDK, KCET and JEE Mains.

Getting admission in MNIT totally depends on your rank, reservation and branch. For getting seat in MNIT, you should score above 98 percentile for general category student. So, it depends on reservation category and you have scored 87 percentile which is good and you have good chances of getting seat in MNIT in some branches.

Getting a seat in college depends on factors like rank, reservation and competition. So, as your rank is 2.6 Lacs and SC category rank of 14052 in JEE Mains, it's highly having less chances of getting seat in a government college in Madhya Pradesh as your rank is too high in your category.
