Germany is far better than Canada for mechanical engineers. There are lot of universities offering M.Tech courses for mechanical students with scholarships.

For electrical engineering, I think, Australia would match your needs. It's an amazing country with technological advances and a very preferred destination for international students to study engineering. You have a very good profile for Masters and will surely help you to apply for scholarships.
