The specialisation in engineering at Techno India University as per my experience there is nothing extra ordinary but the facilities are so good there are several laboratory and workshops to help you to become a better engineer, but the disadvantage is that the teachers are not that helpful towards you.

I would like to ask a question from you: Why are you willing to join Engineering with such low grades because you have to deal with the PCM in engineering as well in first year of engineering of any branch. If you are still willing to take admission then you may go for any private universities, or you must score well in entrance exams.

First of all why would you prefer to take admission in engineering with such low percentage because while pursuing you have to go through with the same PCM and advance. Even there are almost 50% of student didn't got placed with such low grades because companies also have criteria for selection but you want to pursue then there are many private colleges or institutions from where you can pursue B.Tech.
