The cutoff for admission to NITs varies each year depending on various factors such as the number of applicants, the difficulty level of the exam, etc. However, based on previous years cutoffs, you may need a rank between 10000-15000 for admission to NIT CSE. As for the EWS category, there is no specific rank required for admission to NITs. However, candidates belonging to the EWS category are eligible for a 10% relaxation in the minimum qualifying marks. Firstly, for mostly all universities, you need to have 16 years of previous education to be eligible for a graduate program in USA (MS in US and PhD)
So qualification of 10+2+ four year degree program; 10+3 year diploma + 3 year degree; 10+2+ 3 year degree + 2 year masters are valid and eligible for US universities.
Other factors that matter are:
The GRE, TOEFL/IELTS scores
Class performance (your CGPA)
Reputation of your college
Number and quality of projects you did
Your publications and researches
Letter of Recommendations
Rank of Professors and their research activities
Work experience
Extra-curricular activities

The eligibility criteria for B.Tech CSE at IST Indore is that students have to qualify 10+2 with a minimum of 55% marks from the Science stream. There are scholarships for B.Tech students based upon different criteria such as 55% and above in class 12th and JEE percentile 55% and above or 50%-54.99% in class 12th and JEE percentile 1%-54.99%. .
