First of all, for such good marks in JEE Main. You have secured a good rank. You can easily get CSE in any of the NITs. But choosing your home state NIT will give you a very big advantage rather than competing for other state NITs as you have home state quota. But with such a good marks you can compete for top NITs if your home state NIT is not so good as the others like NIT Warangal or NIT Trichy. You can even try for advance and try for some good IITs. If you think that NIT is enough you can surely end up with CSE in good NITs
I can assure you that you can get CSE in a good NIT.

On such EWS rank it is very difficult to get any of the NITs/IIITs or GFTIs with any of the branch because the closing EWS ranks of last year were like :-
National Institute of Technology Agartala - Production Engineering (8629)
Motilal Nehru National Institute of Technology Allahabad - Civil Engineering (7662)
National Institute of Technology Agartala - Biotechnology and Biochemical Engineering (8387)
Dr. B R Ambedkar National Institute of Technology, Jalandhar - Civil Engineering (8246).

Well, it all depends upon whether you are from Delhi category or not. As Delhi quota is 85% which makes a large difference in cut offs. And it also depends if you have any caste Certificate or not. If you are from Delhi category, then you should apply for spot round counselling. Keep a track record of the branches beforehand. Rest, All The Best!

On such OBC rank you have no chances to get any of the NITs or IIITs or GFTIs as the OBC rank closes around 30000 -33000 till final round of JoSAA counselling. If we go through previous year's data of seat allotment On the basis of data mentioned in the question by you, you can go for the enlisted colleges :-

N.I.T Hamirpur does not allow branch change after 1st year . The main reason of this strict rule is syllabus , basically syllabus of 1st year is designed considering use of subject for department . I.e If you are. Engineering physics and your branch is electronics your syllabus of physics would be electronics oriented .Also in N.I.T Hamirpur from very 1st year branch related subjects is included in syllabus. If you are in electronics you will have to go through with basic electronics which is generally taught in 2nd year in other colleges.
