It depends on the college but you will have to give an exam to get into a college.

It basically on the exam you give and after that there are 3 rounds counselling process based on merit lists of the exams they take VITEE and on that basis counseling happens.

Yaa you can sit for the counselling process surely, but as far of my knowledge maybe you can get the lower branches so go for it.
