Hello samruddhi Jadhav, it's very nice to hear from you that after doing Diploma you are interested in pursuing graduation in engineering. To help you I am attaching a link that will give you list of all the colleges in Maharashtra that offer this branch and which accepts students in second year of 4 year degree course under lateral entry scheme available for Diploma holders. From this list only IIT and NIT are the two colleges which will not accept Diploma holders but rest all do except. https://www.shiksha.com/engineering/colleges/b-tech-in-chemical-engineering-colleges-Maharashtra

Hello Vikas Kumar, i am afraid I can not offer any advise of much use. An institute has right to refuse a student to attend classes if that student has not paid any fees. I suggest you find out ways and means of arranging funds, pay the fees at earliest and then only college will allow you to attend classes and you will be able to give exam.
Best wishes to you.
