No, you are not eligible for admission as AU is the top most university only top ranks in range below 3000.

It is from June 8. On June 8, counselling would be done for ranks 1-8000 and then followed by consecutive days.

Yes, there is. CUSAT is the exam used by Chandigarh University to measure the capabilities of students joining their University. Though, it is not mandatory to give that exam if you have scored more than 60 percentage in your 10+2.
