No, Cochin University of Science and Technology (CUSAT) admission is almost entirely through entrance tests. For different courses like B.Tech, MSc, MBA, BSc, BVoc, and Diploma programs, admission takes place through CUSAT Common Admission Test (CUSAT CAT) or related entrance tests.

Yes, once you qualify for PPMET (Punjab Para Medical Entrance Test), you can secure a government seat on the basis of your merit rank. 50% of seats in private colleges are under the government quota and the remaining for management/minority quotas. Admission is subject to your rank, category, and seat availability at the time of counseling. Punjab domicile students are given preference in the first round of counseling.

Your rank in JEE in the OBC NCL category is 29041; you may or may not find admission in a few of the NITs, but more probably in the lower-ranked NITs or in the less favored branches in the NITs since your rank is a bit higher in comparison to the OBC NCL cutoff in top NITs; try and look for specific cut-offs in each of the NITs and each branch to view your possibility.
