Hello Mahima, you have obtained a very good category rank but your all India ranking is a bit on the lower side. No, it's not considered as a 2nd attempt. But at some places the improvement marksheet is not accepted. Means they treat it as a 2nd attempt, but at maximum places it is accepted i.e. they treat it like 1st attempt.
But don't worry for the places who don't accept the improvement marksheet use original 12th marksheet at those places for admission process.

If one misses an internal exam at Birsa Agricultural University, Ranchi due to some genuine reasons. They can write an application to the Dean and the concerned professor for re- examination. If your issues are genuine enough, then you may take the re- examination of the concerned subject.
