You get an 80 percentile by a candidate of OBC category in JEE Main and qualify OBC cutoff, so you are entitled to counselling in NIT. But in popular branches such as CSE/ECE/Mechanical, getting admission in the best NITs, will be extremely tough. You have the best chance of newer or less competitive NITs (e.g. NIT Agartala, NIT Manipur, NIT Mizoram) in major branches such as Civil, Chemical, Metallurgy, or Biotechnology. There are also bright chances of you in GFTIs (Government Funded Technical Institutes) in branches. Further, you might want to go to college counselling in your state government as domicile quotas are a big boost to your chances of admission.

The part that you would have to take an entrance exam to B.Sc. or B.Tech. Biotechnology in an autonomous college is purely dependent on that particular institution. There is also a lot of autonomy in admission criteria and many autonomous colleges can establish their mar own admission criteria. Others might accept the students on the basis of their Class 12th merit (percentage in Physics, Chemistry, and Biology/Mathematics). Although many autonomous colleges, particularly those which are more competitive, do have their own entrance exams, or they take an entrance exam score like CUET, JEE Main (for B.Tech) or others, specific to an institution. In BSEB (Bihar School Examination Board) 12 th, even when you fail to score a pass in the compartment exam, you tend to have things to do. You may sit to a "Special Exam" or "Improvement Exam" in the subject (s) failed in the next year, together with the next group of ordinary students.It is usually not allowed to substitute a lower main subject with a wholly different main subject, however, after failing. The TAIT (Teacher Aptitude and Intelligence Test) examination is the exam conducted by the Maharashtra State Council of Examination (MSCE) and is mainly designed to test the candidates in two distinct areas of education namely Aptitude (with 60 percent weightage) and Intelligence (with 40 percent weightage). Aptitude section entails, Mathematical Ability, Reasoning Ability, Speed and Accuracy, Marathi Language Ability, English Language Ability, Adjustment/Personality, Inclination/Interest as well as Spatial Ability. Intelligence category concentrates on Comprehension, Classification, Sign Language, Rhythmic Arrangement, Correlation, Code Questions, and Order Range/Hierarchy. It contains a total of 200 marks in objective type questions.

As you have a JEE Main SC category rank of 17,000; you will have good opportunities in getting admission to different government colleges particularly in NITs, IIITs and GFTIs with regard to some branches.You can possibly get into some of the lower ranked NITs ( e.g. NIT Agartala, NIT Arunachal Pradesh, NIT Manipur, NIT Nagaland, NIT Puducherry, NIT Sikkim, NIT Mizoram) in such departments as Civil, Mechanical, Biotechnology, Metallurgy and less desired engineering profiles. In newer or less popular IIITs (e.g. IIIT Manipur, IIIT Una, IIIT Bhagalpur) you could get to be in a branch other than CSE/IT in the IIITs. GFTIs ( Government Funded Technical Institutes ) give you more options across the branches considering the rank of your SC category.
