Yes, you can give UGC NET if you have passed your graduation with honours and also, applied for Masters programme.

For engineering there is no special entrance, admission is through JEE Mains exam only. But for Diploma certificate holders there is a Lateral entry though LEET exam.

It is very a good score but the competition is so much that with this score it is somehow not eligible for this year.

The college does not gives admission to students who have below 50% in graduation

You have to first appear in JEE Mains, because they need JEE Mains marks.
