If you already have done and successfully completed any under-graduate (UG) degree course from any recognised Indian Institute or University (recognised by Indian law), then you may apply & take admission for a master course in Fashion Designing in any subject/field/specialisation as per your preference in best fashion institutes of India such as NIFT. You may not be able to apply for a UG degree or Diploma (especially in a good institute) because it may have a maximum age criteria. And if you don't have any UG degree, then first get one. Yes, you have to appear for entrance exam because it's a national level course and without entrance you are not eligible for the admission.

In case you want to do a Diploma in fashion designing, then class 10th marks are fine. But, for a Bachelor degree, class 12th pass is a must. Either ways, I would recommend you to complete the class 12th and do Bachelors for a better transition in career. All the best.

Yes, you can go for NIFT. It has nothing to do weather you are from commerce or any other.
Forms are still available go for it and prepare for the entrance exam. For more details go for the Prospectus of NIFT.
