Fashion designing has a better scope rather medical. It's creative as well as interesting course to pursue. Fashion designing is related with designing of clothes. If you can manage your time then yes, you can do Diploma in fashion designing because as per the UGC rule you cannot do two graduation courses at the same time but as it's a Diploma course so it can also have its classes in the afternoon.

Rajiv Gandhi School of Intellectual Property Law, IIT Kharagpur offers a Three-Year-Full-Time residential course which leads to a Degree in Bachelor of Laws (Hons) in Intellectual Property Law. You need to have a First Class Bachelor's Degree in Engineering/Technology/Medicine or equivalent. So going by that, a Degree in Fashion Technology will fall well within the ambit of 'Technology' which makes you eligible to apply for this course.
