Yes, you can pursue Masters in Fashion Design. The basic eligibility requirement for a candidate is to have a graduation in any discipline from a recognised University. You must have a good level of creativity and imagination as the admission in design colleges depend on Design Aptitude Test (that). Some of the great colleges in India for Fashion Design include NID, NIFT, Amity University, Apeejay Institute of Design, Symbiosis Institute of Design and IIFT.

You can apply for Bachelor in Fashion Design irrespective of the stream you have in your 10+2. However, you should complete your 10+2 from a recognised board of education like CBSE, ICSE or equivalent. Personal Interview
Shortlisted candidates will be called for Personal Interview on the basis of performance in Design Aptitude Test
Final Selection
Candidates are selected based on Design Aptitude Test marks and performance in Personal Interview.

I guess no because both are different courses and cannot be done as both are graduation courses and according to UGC guidelines, you cannot do two different courses together.
