You can apply for a Diploma course after completing your 10th.
For a degree course you need to complete your 12th or else go for a 3-year Diploma after 10th.

If you want to get into fashion designing at this stage there is no chance as there are entrance examinations for the same and dates have passed.
But there are some institutes who do not conduct entrance examination for the course you can check out there and try your luck.
