NIFT is best for any design courses. They provide both Master's and Bachelors courses the form is out in Nov - Dec. Pearl Academy is also providing Bachelor's as well as Master's courses and admission process has started. Kindly checkout the website of Pearl Acadmey
NID is also good but they provide only Bachelors courses and the form is available on nearly the month of November, I think.

Hamstech Institute of Fashion and Interior design has not mentioned its fee structure anywhere. It would be better if you connect with the institute directly for the information.

Yes, definitely you are eligible for fashion designing course after completion of your B.Tech from engineering. It's a very good decision taken by you. You must go for that field in which you have your personal interest.
As now you have completed your Bachelor degree, so my suggestion to you is that you should go for the Masters in fashion technology. You can go for the M.Tech or MBA in fashion designing course after the completion of your B.Tech.
