Yes, you can apply. Any candidate who has completed his 10+2 from a recognized education board is eligible to apply for the certificate course in French. The fee for this course is not available online on its official website. I would suggest you to contact the university directly for the information.

Normally, colleges do allow students to join classes once again if they fail in exam. Of course they will be charging fees. But then it's to be expected.

As per the schedule for classes, they probably occur twice or thrice a week-the information of which is not available in the college website. You'd be told about all this as soon as the classes begin.
